Bid sale documents for waste materials

CITIC Titanium Industry Co., Ltd. plans to conduct public bidding for the sale of waste materials, with specific details as follows.

1、 Product Introduction and Bidding Requirements for Sale

1. Subject matter

2. Storage location: Waste material storage area of CITIC Titanium Industry Co., Ltd.

3. The physical object shall be based on the site, and the scrap iron shall contain other metals except for scrap white steel.

4. After the bidding sale of scrap white steel and scrap iron is completed, the buyer shall provide their own cutting, handling, loading and unloading, transportation and other tools. Within 20 working days, the scrap iron shall be transported out of the seller's boundary area and the buyer shall be responsible for cleaning the seller's site. The cleaning costs shall be borne by the buyer and seller. For each day of delay, the buyer shall pay the seller a storage fee of RMB 1000.

After the successful bidding, the buyer shall prepay the full amount of the goods. The seller shall issue an invoice (tax rate of 13%) in the name of the bidder (enterprise or individual) at the time of registration based on the actual transaction amount.

6. Bidders shall bear the expenses incurred during the on-site inspection at their own expense. Except for reasons attributable to the tenderer, the bidder shall be solely responsible for any personal injury or property damage that may occur during the site survey.

If the entire bidding fails, the bid deposit will be refunded without interest within 5 working days after the end of the bidding sale. Upon completion of the bidding transaction, the bidding deposit shall be converted into a performance deposit, which shall be refunded without interest within 5 working days after the proposed sale of materials is transported out of the seller's territory as required by the seller and there is no dispute between the two parties.

8. Both parties shall sign the "Transaction Confirmation Letter" on the day of bidding or the following working day. The buyer shall pay the full amount of the purchase price and sign the contract within 2 working days from the date of signing the "Transaction Confirmation Letter" (excluding the same day). Failure to sign the "Transaction Confirmation Letter" or pay the full amount of the purchase price or sign the contract within the deadline shall be deemed as automatic waiver of the purchase right. The seller has the right to withhold all the bid (performance) guarantee deposit from the buyer and has the right to dispose of the batch of materials separately.

9. If the buyer fails to pick up the goods within 2 working days after the deadline, it shall be deemed that the buyer has automatically waived the purchase right. The seller has the right to deduct all the bid (performance) guarantee deposit and 30% of the payment from the buyer, and has the right to handle the batch of products separately.

10. During loading, unloading, and transportation, environmental hygiene must be maintained, construction waste must not be discarded at will, flowers and trees must not be damaged, and buildings or other ancillary facilities must not be damaged. The buyer must appoint a dedicated person on site for safety supervision, and require construction personnel to have corresponding operation certificates. The cost shall be borne by the buyer. All safety accidents that occur during the handling, loading and unloading, transportation, etc. are not related to the seller.

11. The buyer shall be responsible for loading the sold waste materials onto the truck, and the expenses incurred shall be borne by themselves. All safety accidents that occur during loading, unloading, transportation, etc. are not related to the seller.

12. The bidder shall bear all expenses incurred during the bidding process, and the seller shall not be responsible for the aforementioned expenses, regardless of the bidding outcome.

13. The opening of bidding activities requires the participation and quotation of three or more bidding units. If the number of applicants is insufficient or the final number of participating bidders is insufficient, the bidding will be rejected.

14. The specific delivery quantity and time shall be executed in accordance with the contract.

2、 Registration Notice and Bidding Method

  1. Scope of registration: Enterprises with legal personality and individuals from all walks of life are eligible (it is prohibited for affiliated enterprises and natural persons to participate in bidding activities for the same subject matter at the same time. Once discovered, the bidding qualification will be cancelled, and the winning bidder will have their bid qualification cancelled and the deposit will be deducted).
  2. When registering, a bidding deposit must be paid in accordance with the requirements of this announcement.
  3. Required documents for registration: Bidders who register in the name of the enterprise must submit the company's business license (tax registration certificate is required for non three in one), ID card, proof of payment of bidding deposit, qualification certificate of legal representative (Attachment 1), power of attorney (Attachment 2), bidding application (Attachment 3), and bidder commitment letter (Attachment 4); Bidders who register in their personal name are required to submit their ID card, bidder application form (Attachment 3), and bidder commitment letter (Attachment 4). The applicant must sign and confirm the online quotation method. The seller shall issue an invoice based on the information provided at the time of registration (the name cannot be changed, and all materials submitted for registration are only used for the qualification evaluation of this project and will not be refunded regardless of whether the bidding is successful or not).

4. Bidding method: Bidders shall quote according to the requirements of the organizer (online bidding method attached), and the highest bid higher than the seller's bottom price shall be the transaction price. The highest bidder shall be the buyer. If the same highest quotation appears, a second quotation will be made to the bidder with the same quotation at the bidding site by phone, based on a higher than the original quotation. The second quotation requires an increase in integer (yuan) based on the higher than the original quotation, until the highest quotation is unique; If all bidders with the same highest bid give up bidding again, the bidder with the highest bid shall go to the site to draw lots. If they do not arrive at the time notified by the organizer, it shall be deemed that they have waived their eligibility to draw lots, and those who arrive shall have the qualification to purchase. If they all give up drawing lots, the subject matter shall be evenly distributed. If the bidder with the highest bid does not bid, it shall be deemed that they have waived their right to purchase. The seller has the right to withhold all bid (performance) deposits from the buyer and has the right to dispose of the batch of products separately; If all quotations are lower than the bottom price of the product to be sold, the bidding sale will fail and the organizer will negotiate separately. At the same time as submitting this application, the applicant has fully paid the bid security deposit to your company in accordance with regulations.

The applicant declares and undertakes that:

(1) The applicant is aware of their right and freedom to conduct on-site inspections of the subject matter of the transaction, and has already conducted on-site inspections of the subject matter of the transaction to display the site.
