To further assist enterprises in solving practical problems, provide good services for enterprise development, promote the sound development of various economic and social indicators, and implement the three-year action plan for Liaoning's comprehensive revitalization and new breakthroughs. On June 7, 2024, Zhang Gang, Director of the Supervision and Examination Department of the Provincial Government Office, led personnel from the Municipal Party Committee and Government Supervision and Examination Office, as well as relevant departments in the city, to CITIC Titanium Industry to hold an on-site supervision meeting to coordinate and solve problems on a "one-to-one" basis. Zang Yingbo, Executive Vice General Manager of the company, and relevant department heads attended the meeting.
At the meeting, the professional department gave a detailed report on the issues related to the export tax rebate of chlorinated titanium dioxide from CITIC Titanium Industry, the construction of supporting chlor alkali plants, the increase of scientific and technological policy support, the introduction of high-end talents, and the production water in the factory area. Zhang Gang inquired about the progress of problem solving with relevant departments in the city and district, conducted on-site office work on relevant issues, and put forward work requirements to relevant departments.
Zhang Gang emphasized that in order to deepen the "one-to-one" problem-solving in enterprises, it is necessary to be result oriented, problem posing as the starting point, and problem solving as the foothold, in order to achieve good interaction between the government and enterprises and achieve closed-loop management. Enterprises need to clarify their goals, identify any problems, determine which department can solve them, and clearly state what assistance is needed. At the same time, CITIC Titanium Industry is required to conduct a thorough review of existing issues, implement a monthly reporting system for progress, and promptly close accounts upon completion of problems.
